Building an Evidence-Based Philanthropy Network in Qatar and Saudi Arabia
Researchers, authors, fundraisers, and practitioners can build credible relationships in Qatar and Saudi Arabia by starting with official institutional maps, verified mandates, and substantive questions. The method replaces prestige-based contact lists with a documented understanding of roles and authority.
Map institutions before people
RACA publishes a Qatar nonprofit register that distinguishes charitable associations, private charitable foundations, other NPOs, and registering authorities. Saudi Arabia's Nawa directory identifies entity type, registration number, location, and supervisory authority. These sources allow a researcher to establish institutional identity before approaching an individual (National Center for Non-Profit Sector, n.d.; Regulatory Authority for Charitable Activities, 2025).
The map should include regulators, registered operating organizations, foundations, development institutions, universities or research centers, professional bodies, and relevant conveners. Each entry needs a primary source, date, legal form, mandate, geographic scope, and the decision or knowledge sought.
Approach through a substantive question
A credible first contact is anchored in the institution's published mandate and a bounded question. An author might request clarification of a legal category, an interview about governance practice, or verification of a factual description. A practitioner might present evidence of a shared problem and ask who owns the relevant decision. Generic requests to 'connect' transfer the research burden to the recipient.
The request should distinguish attribution, background, and confidentiality. Interview notes should record consent, role, date, and whether statements represent the institution or the speaker's experience. Public titles and seniority do not prove funding or regulatory authority.
Build knowledge through triangulation
One interview should not become a country rule. Compare the account with legislation, official registers, service pages, annual reports, and at least one independent institutional perspective. Contradictions are research findings that require clarification, not reasons to select the most convenient version.
Arabic and English terminology should be preserved together for legal forms and authorities. Translation choices can conceal distinctions between association, institution, foundation, fund, charity, and waqf. A glossary with sources and jurisdiction labels improves both writing and relationship quality.
What official directories can and cannot do
The Qatar and Saudi directories can verify that an entity is registered and show selected classification data. They do not prove current strategy, available funding, partnership interest, or the authority of a named employee. Those facts require current institutional evidence and direct confirmation (National Center for Non-Profit Sector, n.d.; Regulatory Authority for Charitable Activities, 2025).
Network analysis should therefore label facts, institutional statements, interview evidence, and inference separately.
The relationship research record
Reviewing the network quarterly
Remove entries supported only by reputation or an old introduction. Update mandates, titles, licences, and source dates. Record where the relationship is informational, regulatory, programmatic, or funding-related so access is not mistaken for authority.
Conclusion
A useful Qatar or Saudi network is a verified knowledge system, not a collection of prominent names. Institutional mapping, respectful questions, bilingual precision, and transparent evidence create stronger research and more durable professional relationships.
